Why is the texture of ShyGuy's WaterWorx's objects a green blob?
Clarify please. Are you saying that in-game, the textures are "green" or you see files with green blobs in the folder? If it's the first one, ask ShyGuy. If it's the second one, you STILL go ask ShyGuy.
Or...
You can try downloading from another website and reinstalling them.

1.There are a few CTR's I want but can't seem to find them either because I don't know what to search for or the downloads get me a nice error 404.
Here's my wishlist:
Diamondback/Behemoth/Intimidator cars
B&M CTRs (floorless and others that I now see exist, I'm pretty certain I've seen CTR's for the sitdown and stand up cars)
I think I saw a CTR that has the track of the looping coaster and LIM coaster but with diagonal curved hills that you can bank
Wingrider CTR
Vekoma MK1200 cars (similar to the trains on Goudurix)
Arrow Mine Train
if they exit, the Premier trains that used to be on SOB
PTC wooden coaster CTR
2. I'm also having trouble using billboards in RCT3. I think it may be from using Windows Vista, but is there a way around it?
3. How do I go about 'merging' track in RCT3 with Vista (like the zero clearance and stuff like that which I would do with the options.txt thing, but something won't let me)?

Billboards in RCT3 have problems for 7 and Vista due to different folder compositions. This has something to do with the default "My Pictures" not being located within "My Documents". (It's separate.) In order to get billboards, you must "merge" the folders together. (Command Prompt).
This video is self-explanatory, but keep in mind that it doesn't work for everyone. (It worked for me)
Can you be a bit more specific on your Options.txt part? There are actually TWO .txt files that "mod" the game. One is located in the RCT3 root folder and that doesn't do much. The other .txt is located somewhere in the C drive in application data. For Windows 7, the directory is:
C:\Users>(User)>AppData>Roaming>Atari>RCT3
I'm not sure about Vista, although in theory it should be the same.

Perhaps I need to make a Newton 2 tutorial series. I know how to fix those problems.

The hill in the foreground:
I assume what you are saying about it is that it is too "pointed" at the top or that it isn't drawn out enough. This is because the segment that you were applying positive G's on lasts too long....In other words, you're hill ascends too steeply. Another reason for the point could be that you wait too long to start applying 0G's and/or you are applying negative G's. It is likely a combination of the three that create the point. I think it would smooth it out a great deal if you reduced the duration of the force segments that correspond to the bottom of the hill and lengthen the ones that transition from positive to zero G's/negative G's....of course do the same for the back side of the hill as well.
For the lift hill peak:
Am I correct in thinking that you are using the straight geometry for the lift hill itself? It looks like you aren't using the curved geometry for the peak of the lift hill. You should set the direction to -90 degrees. (So you will be going down.) Then change the Angle slider appropriately. If you want to level out your train, make the "Angle" value the opposite of the "Pitch" value which is given below the Save Element button. If the curve is too sharp...like in your picture, increase the radius of the curve.
The first drop:
This one is quite tricky. For now I would say start the twist a little earlier. Moving around and starting and stopping the Twist/Roll and the Vertical G segments independent of each other is possible with the multi-zone force segments. It makes things more fluid if you know how to use it.
