Ok.. So I downloaded this track packager. How do I use it? I can usually figure out how to use it but this completely boggled my mind.

well you just go up to file, and then to "open package" and you should figure it out from there.
but if you want to MAKE a track package, you just go to "file" then "new" and proceed from there.
